The report introduces the Remote Learning Readiness Index – a new composite indicator to measure countries’ readiness to deliver remote learning in response to school closures or disruption of in-person learning. The index ranks countries’ performance, with countries at the top receiving five stars and those at the bottom one star. By identifying the weakest links in each country’s efforts to deliver remote learning, the RLRI sheds light on areas for potential collaboration among governments, the private sector, NGOs, and other education stakeholders. The index is composed of three domains: households, a government’s policy response capacity, and the emergency preparedness of the national education sector.
