This briefing paper describes how the Ministry of Education's (MoE) capacity to lead and negotiate education policymaking has developed over the period from 2006 to 2010 through two major strategic planning processes, conducted with external support provided by the United Nations Educational, Scientific and Cultural Organization (UNESCO).
