The Western Cape has higher learning levels than other provinces in South Africa, according to international assesments. This report seeks to provide a comprehensive picture of the education sector in the Western Cape, thereby enabling an informed prioritisation of policy actions and reforms to improve access, quality, and equity in the education system. The analysis provides the basis to identify areas where resources can make the biggest impact in the government’s effort to build a more equitable, resilient, and effective education system. The main audiences for the report are the Western Cape government, the broader government of South Africa, and education stakeholders.
