For several years now, two parallel universes have co-existed in educational systems world-wide. The first is that of competence-based learning, the second that of assessment. The crisis is the waning gap between the two, the fact that there is very little dialogue between the two of them. This paper explores this crisis and then turns to one clear solution, which is to focus on reforming High School transcripts.
