Combining data on out-of-school children, completion and learning to offer a more comprehensive view on SDG 4

This paper evaluates a methodology to combine access, completion and learning indicators that results in an adjustment of the SDG Indicator 4.1.1 in order to provide a more accurate view of the education situation facing children and adolescents, especially in regions with the greatest challenges.
