This report in the suite of Governance reports seeks to understand more clearly how institutional leaders in TVET interact with different levels of governance in a broad range of different systems. To this end, it aims to: Identify the benefits and challenges associated with the different models of governance and the relevance of any country context; Examine to what extent the English experience might be useful in supporting the reform agendas in countries where the British Council works and what lessons England might learn from the experience of other countries; Deliver a clear set of recommendations on how governing agencies can and should interact with institutional leaders in different contexts.
