The article aims to analyze the normative frameworks that deal with the right to quality education and educational quality in Brazil. The study is based on bibliographical analysis and legal documents that deal with the topics. As results, we evidence that the term right to quality education is presented in a dissociated way in Brazilian legislation, whether as a right to education and as quality of education, as well as that there is a lack of analytical references to guide what would constitute the guarantee of the right to education. quality in Brazil.
