Educational planning and unemployed youth

This booklet discusses the extent and the characteristics of youth unemployment in developing countries. The author contends that unemployment among the educated is not the fault of education, but of the economy. As a solution, he proposes some economic reforms and expanded programmes in vocational and out-of-school (non-formal) education.
