Analyzes the different stages of the education planning process, based on the situation in France and the Federal Republic of Germany, deals with the debate over the objectives of educational policy, the actors involved in that debate: researchers, journalists, politicians, administrators, teachers, parents and their representatives, discusses the organization and conduct of the planning process and how they are affected by the context and prevailing views with regard to planning, deals with plans and budgets.
