This study is meant to document the private provision trend in sub-Saharan Africa (SSA) and discuss policy implications. It reviews available information on the features of private Technical and Vocational Education (TVE) institutions, on their activity and cost-effectiveness. In addition, the study provides an in-depth analysis of the private Technical and Vocational Education and Training (TVET) sector in two selected sub-Saharan countries, namely Mali and Senegal, and draws preliminary lessons on the best approaches towards private provision in low development contexts. The book is made up of two parts. Part I is a review of the available literature to date on private TVE in SSA. It provides a general overview of the sector and illustrates modes of state regulation currently being implemented in selected countries. Part II analyzes the two case studies of Senegal and Mali concerning the emergence of private TVE institutions; and discusses forms of state intervention. This part attempts to formulate policy guidelines to improve the functioning of private TVE in both countries and to propose more general directions on regulation.
