This booklet is concerned with methods of integrating plans for education with plans for a country’s economic and social development, and so naturally places its emphasis on the financial framework of planning, while still not ignoring the importance of factors other than money. To illustrate this theme, Mr. Poignant draws on the experience of French planning, but the general principles and methods he expounds are not confined to one country or even to industrialized countries as a class.
