This booklet is an observer’s personal account of the role and functioning of educational planning in Asia. Though countries in the region have long traditions in education, educational planning is a relatively recent phenomenon-consequent upon the adoption of planning as a basic framework for economic and social development during the past three decades. Yet educational planning has already become a vital tool in the development of institutional mechanisms and administrative structures, thereby facilitating the unprecedented quantitative expansion of education. Based on his wide-ranging experience and involvement in the development of the educational planning process in the countries of the region, the author describes the beginnings, the changing priorities, and the new directions of educational planning in Asia.
