This study deals with the evaluation of institutions of higher learning in French-speaking sub-Saharan African countries and France. The study outlines the techniques to be used for evaluating an institution of higher education, inspired by practices currently employed in various countries, as well as recent developments in the area involving national organizations (State Planning Commission, National Evaluation Committee (NEC), National Ministry of Education, Research and Technology) and international bodies (the World Bank, UNESCO, the OECD). For evaluation experts, it is meant to serve as a guide for implementing procedures. For educational planners, evaluation appears as an indispensable accessory to planning itself. Finally, institutional administrators could draw on it to develop self-evaluation tools adapted to their needs.
