Part one, reviewing existing methods of forecasting and analysing training needs in their historical and national context, is followed in Part two by some examples of recent experiences. Part three attempts to draw conclusions from these experiences and suggests the possible steps of a pragmatic approach, adaptable to different contexts, to the establishment of a permanent planning process incorporating the follow-up of results.
