An analysis of the Education and Human Resource (EHR) sector examines a country's education and training operations in terms of national and sub-national goals and plans, the historical, political, and socio-cultural setting, the current and projected economic and financial conditions, and the status and capacity of current institutions and systems. The author starts with the description of what is a complete, and fairly 'ideal', sector analysis before showing how such an exercise could be used to encourage a dialogue on the goals of education at the national level, how it could help in improving the collection and management of system data and, finally, how it could become an important step in any planning programming undertaking.
